If you want to get something done, you've got to go to the top, right? Not necessarily. Getting your policy proposal enacted, getting a Senator to call an agency to make an inquiry, obtaining a letter of support for your grant or securing funding for an initiative isn't simply about meeting the President or a Member of Congress, but about forming solid relationships with the gatekeepers and decision-makers. The key is identifying who they are and how best to communicate with them and become a valuable resource. Within each office, there are generalists and specialists—you need to know who will be of valuable to you, what their experience is, and how they prioritize and steer those priorities throughout government.
If you are aiming high, start low—choose the right advocates for your cause within an office and develop these relationships first.
