G2G Highlights

  • The G2G team was on Capitol Hill on Tuesday and Wednesday, for advocacy days with the Breast Cancer Early Detection Coalition and Women’s Health Advocates.
  • On Thursday, G2G Founder and CEO Liz Powell spoke at the opening panel of The Women’s Health Gap meeting convened by the Gateway Business Health Coalition in St. Louis. On Friday, Liz was in Chicago for the EmpowerHer Med Gala hosted by Women in Medicine.

Updates from Washington

Congress:
  • The Senate Finance Committee cleared Chris Klomp’s nomination to be Deputy HHS Secretary by a vote of 15-12, with all Republicans and Sen. Sheldon Whitehouse (D-RI) in favor. His nomination is now headed for a vote by the entire chamber
  • The Senate Health, Education, Labor, and Pensions (HELP) Committee held a confirmation hearing for Dr. Heidi Overton, the nominee to be FDA Administrator. Dr. Overton indicated that speeding up clinical trials and expanded oversight of clinical trial data from China are priorities for her. She affirmed that the MMR vaccine is safe and effective, but did not provide direct answers to most questions on other contentious Trump Administration policies.
  • The Senate Aging Committee convened its latest hearing on pharmaceuticals, titled "Strengthening U.S. Pharmaceutical Manufacturing to Compete with China, India.” Discussion focused on how the U.S. can compete with foreign manufacturers whose operations are subsidized, FDA oversight of foreign products, and the CLEAR LABELS Act which passed the Committee a few months ago.
  • Last week, two National Security Commission on Emerging Biotechnology (NSCEB) proposals were introduced in both chambers by three of the four congressional commissioners, as well as Sen. Maggie Hassan (D-NH) and Rep. Scott Peters (D-CA). They are:
    • Protecting Biotechnology and Biomanufacturing as Critical Infrastructure Act: Requires the Cybersecurity
    • and Infrastructure Security Agency (CISA) to protect biotechnology and biomanufacturing infrastructure that currently does not fall within the existing Critical Infrastructure designations.
    • The Protecting Biological Data as Critical Infrastructure Act: Requires CISA to protect genetic and other sensitive
      biometric data to ensure coverage with the proper cybersecurity controls.
Administration & Agencies:
  • CDC: After weeks of delays, the agency has finally included a measles death in Pennsylvania as part of its enumeration of the outbreak. The number of measles cases in the U.S. as of Thursday, stands at 3569.
  • White House, Other HHS Agencies & Departments:
    • Government Funding:
      • The White House has shelved plans for an executive order that would have expanded the Administration’s ability to terminate NIH awards. The retreat came amid significant backlash including from Senate Appropriations Chair Susan Collins (R-ME) who wrote to OMB Director Russell Vogt urging that the proposal be withdrawn.
      • Amid wider concerns about unspent FY 2026 appropriated funds, President Trump announced on Friday that the Administration would cut $810 M of federal spending through a pocket rescission, a mechanism that has not been used since the Carter Administration:
        • $567 M of the cuts are to HHS, mostly impacting services for non-citizens, with $28 M of that coming from HHS research programs the Administration deems wasteful.
        • The move was condemned by Sen. Collins and other members of Congress as a violation of the law.
        • Congress has a 45 day window to review the proposed cuts, however, realistically this is not possible with the fiscal year ending on Wednesday and the House out of session.
    • ACA: The Administration announced that it has removed 760,000 enrollees from Obamacare plans alleging fraud. Concurrently, it has suspended insurance brokers it says abetted the fraud, and has issued a rule that halts new brokers who are not already registered with the exchanges from aiding prospective enrollees through February 1.
    • Drug Pricing: Contrary to the Administration's announcement last week, several states have indicated that they did not confirm their participation in the CMS GENEROUS Innovation Model, that would allow their Medicaid programs to purchase drugs at most favored nation (MFN) pricing.
