Updates from Washington
- Reconciliation: The Senate passed the $70 B package to fund immigration enforcement agencies for the next three years, by a margin of 52-47, with all Democrats and Sen. Lisa Murkowski (R-AL) opposed. It now heads to the House where it is expected to pass, and then be sent to President Trump for his signature.
- FY 2027 Appropriations & Budget Requests:

Last week, the House passed the the Agriculture-FDA appropriations bill by a vote of 213-210, with all but four Republicans in support and all but four Democrats in opposition. This is second of twelve annual appropriations bills to have passed the chamber. The entire Appropriations Committee also cleared another two bills, teeing them up for a vote by the whole House.

Two additional bills advanced at the subcommittee level including the one that funds most of HHS, which has a top-line funding level for HHS at $111 B, which is 4% below FY 2026 levels. This is a rejection of the more far-reaching cuts proposed in the Trump Administration’s HHS Budget Request. Key details include:

CDC: Increase of $184 M to certain CDC programs focused on readiness, public health and emerging threats, and funds the President’s proposed Biothreat Radar program to strengthen detection and response capacity for novel and high-consequence pathogens. This includes an increase of $15 M for antimicrobial and anitfungal drug resistance

ASPR: Provides an increase of $105 M to ASPR for R&D and procurement of medical countermeasures. The Center for Industrial Base Management and Supply Chain (IBMSC) gets a $65 M increase, the National Special Pathogen System gets a $3 M increase.

NIH: Provides near flat funding at $48.8 B.

Senate Appropriations Committee Chair Susan Collins (R-ME) intends to schedule the first markup of six of the chamber’s bills in the upcoming week.

Last week, Secretary of State Marco Rubio appeared at four hearings, including ones before the House and Senate’s Foreign Affairs Subcommittees to discuss his department’s budget request and foreign policy priorities. He defended the administration’s cuts and restructuring to USAID and global health programs, as well as the Ebola response. Notably Sen. Collins pushed him to release $600 M in appropriations funds for Gavi.

National Defense Authorization Act (NDAA): The House Armed Services Committee (HASC) advanced its version of the NDAA to authorize defense spending in FY 2027 by a vote of 44-12. No votes were only from HASC Democrats who comprise almost half the party’s members on the committee and decried the $1.15 T price tag. Normally the bill is very bipartisan, and only garners a handful of no votes. The bill notably contains several provisions on biotechnology including support for R&D and commercialization, biomanufacturing and countering threats from foreign adversaries.

Rep. John Moolenaar, the Chairman of the House Select Committee on China, and Rep. Debbie Dingell (D-MI) introduced the Biotech Investment National Security Act (BINSA) which would add biotechnology to the list of covered sectors subject to the Comprehensive Outbound Investment National Security (COINS) Act. It excludes certain biotechnology sub-sectors including in agriculture, industrial fermentation and academic research.

The House Judiciary Committee's Subcommittee on Courts, IP, AI, and the Internet held a hearing on "Medicines and IP: Balancing Innovation and Access.” Discussions centered on the Hatch-Waxman Act, and the need to balance innovation with access to medicines, and balance the need for strong IP to incentivize innovation with practices seen as abusing the patent system.

Administration & Agencies:
- FDA
- On Wednesday, Acting FDA Commissioner Kyle Diamantas and other senior agency officials held a roundtable with advocacy groups to discuss pathways to advance treatments for rare diseases.
- The agency convened a town hall this past week to discuss the Commissioner’s National Priority Voucher (CNPV) Pilot Program for accelerated reviews, with the majority of attendees urging that the program be paused. The agency will hold a further public hearing on CNPV this Thursday June 12, and is soliciting written comments until June 29.

- This past week week, the agency issued an interim final rule that states must follow in implementing Medicaid requirements for adult beneficiaries by January 1, 2027. Notably the requirements include documentation of beneficiaries' participation in 80 hours of work or community service, or educational enrollment. Exemptions to these rules on the basis of ‘medical frailty’ must document that a beneficiary both has a serious condition and that the condition impairs the his or her ability to work. The rule is projected to result in significant coverage losses.
- White House, Other HHS Agencies & Departments
- Global: On Friday, the State Department announced an additional $38 million in funds for the Ebola response bringing total US commitments to over $200 M. Earlier in the week, the agency had announced $13.5 M in support to the government of Kenya and construction of an isolation facility in the that country to treat US nationals.
- Federal Workforce: The President issued an Executive Order on Wednesday, that reclassifies ~8,000 senior federal employees who make major policy decisions into the 'Schedule Policy/Career' category, which ends their civil service protections and allows them to be terminated at will. Examples of positions impacted this change include
- NIH: Deputy Directors for Intramural & Extramural Research, Branch Chiefs & Division Directors with responsibility for portfolios of $20 M and higher.
- NSF: Senior Advisors, Supervisory Grants Management Specialists
- CDC: Supervisory Health Scientists, Research Epidemiologists
- FDA: Deputy Division Directors, Supervisory Program Managers, Public Health Advisors
- Defense: Principal Deputy Assistant Director at the Defense Health Agency, Deputy Director at the Defense Logistics Agency, Director of Industry Engagement in the Office of the Under Secretary for Research and Engineering
