Legislators are back in session mid-September to work on some key pieces of legislation in committee meetings and likely to continue some veto overrides pertaining to property taxes from the Operating Budget.

On July 3, after a record-breaking almost 9-hour speech by Minority Leader Hakeem Jeffries (D-NY), the US House of Representatives passed the Senate version of the “One Big Beautiful Bill Act” (H.R. 1) by a vote of 218 to 214 that included all Republicans voting for it except Rep. Thomas Massie (R-KY) due to the high cost of the bill and Rep. Brian Fitzpatrick (R-PA) due to the severe Medicaid cuts.

Governor DeWine was sent HB96, the $90.5 billion biennial state operating budget, and for the first time in 20 years, not a single Democrat voted in favor of it. The budget passed the Senate with 23 yes votes and 10 no votes. Senator Louis Blessing (R-Cincinnati) was the only Republican to join all Democrats in voting against the bill.

The House passed the “One Big Beautiful Bill Act” (HR 1) that uses the budget reconciliation process to bypass Democratic opposition and now the Senate is crafting their version. The measure would make permanent lower tax rates from the 2017 tax law (PL 115-97) that expires at the end of the year and would add new tax breaks for seniors and tipped and overtime wages.

We just missed a federal government shutdown on Friday, March 14 during the final hours of the expiring Continuing Resolution (CR). Instead Congress passed and President Trump signed a full-year funding CR for FY 2025 (HR 1968) that includes cuts and authorities usually not included in a CR.

The 136th General Assembly was off to a fast start since Governor DeWine delivered his Executive budget proposal in the first week of February. The Governor’s budget emphasizes economic growth, with continued support of childcare programs, as well as a child tax credit to support working families.
